vii) Travellers
The encampment at Conygar is using ‘Conygar’ as a postal address and an amount of mail is being delivered to a residence with the same name.
The clerk reported having had correspondence with the Police about the encampment on the visibility splay on the Belchalwell road. The Police have said that the encampment poses no danger to road users.
It was agreed to write to the Highways Authority which had insisted that the splay be installed some years previously and again to Inspector Budden.

vii) Travellers
Travellers had again moved on to the visibility splay on the Belchalwell Road, the clerk reported having informed Mr Evans (DCC) and the Police on April 14th. Mr Evans had replied saying that they were probably some of the ones who were being evicted from another site. Inspector Budden replied saying he would look into the situation immediately and give a response.
Cllr Horton reported that the encampment at Conygar Copse was now blocking the bridleway. DCC ROW had been informed. Clerk would inform Mr Evans.

xii) Parish Boundary Review
The clerk reported having written to all parishioners in Belchalwell and all concerned parishioners in the Fifehead area and had received one telephone call (2 electors) saying that they wished to remain with Okeford. It was proposed by Cllr Burt and seconded by Cllr Horton that a letter to support the working party recommendations to oppose the proposed changes, this was agreed.

xvi) Any Other Matters Arising
The clerk reported that the dead elms on the Belchalwell road had now been made safe.

A letter has been received from BT saying that the payphone will be retained for the time being.

xiv) Parish Boundary Review
Democratic Services NDDC are giving a further 2 months consultation period but the working party recommendation on both cases is to oppose the proposals. It was proposed by Cllr Burt and seconded by Cllr Horton that all parishioners of Belchalwell be written to again asking for any further comments and also the parishioners concerned in the Fifehead area this was agreed.
An email had also been received (copied to councillors) from democratic services asking for the results of the void ballot papers which had arrived late. The clerk was unwilling to give this information to anyone as it would be detrimental to the democratic voting process. It was proposed by Cllr Horton and seconded by Cllr Trowbridge that details of the void papers should not be released to NDDC, this was agreed unanimously.

10) POINTS FROM THE PUBLIC
Via the clerk:-
There had been an accident on the Belchalwell road caused by a dead elm falling onto a passing car in the recent high winds – no-one was hurt. There are a number of dead elms still in the hedge. It was proposed by Cllr Horton and seconded by Cllr Frampton that a letter be written to the land owners concerned and ask if they could make them safe, this was agreed.

2/2004/122 – Garlands Farm – convert existing outbuilding to 1 holiday accommodation, erect garages, store and pool enclosure, demolish redundant outbuildings, form vehicular access. GRANTED with conditions.

xi) Fiddleford Pond Project
A representative from the project team reported that the pond had been cleared but that it had not been the original intention to put a seat there. He said that it was probably not a good idea with the insurance implications. As there appeared to be no other place to put the seat in Fiddleford an alternative site would be found, possible at Belchalwell or a replacement for the one on Okeford Hill.

6) Parish Boundary Review
– Request from Ibberton Parish Council to move boundary to include the settlement of Belchalwell within Ibberton
The request was initiated by an approach from some residents of Belchalwell to Ibberton Parish Council, Okeford Fitzpaine PC was not aware of the request until mid November when residents of Belchalwell were circulated by NDDC. There had also been circulations from some residents both for and against the move (All correspondence received by the clerk relating to this item had been circulated to councillors prior to this meeting) A meeting had been arranged by a resident of Belchalwell for residents of Belchalwell at Ibberton & Belchalwell Village Hall to which Cllr Campbell (boundary review committee NDDC), Andrea Hussey (democratic services NDDC), Cllr Bignell and representatives from Okeford Fitzpaine Parish Council had been invited. After much discussion it was decided to check with Andrea Hussey what the outcome of the meeting was regarding a poll of all Belchalwell residents as there were conflicting reports. If NDDC was not going to do a poll then the Parish Council should. (Clerk to action)
- Request from Fifehead Neville Parish Meeting to transfer 3 properties to Fifehead Neville Parish Meeting
After some discussion it was agreed to write to each of the residents involved to confirm that they wish the transfer to take place.

Planning Matters
2/2004/1179 – Mr & Mrs Mott, Primrose Cottage, Belchalwell. Erect two storey extensions. This is a reapplication following the withdrawal of app no 2/2004/0986. It was proposed by Cllr Horton and seconded by Cllr R Corben that there be no objection to the application but that a condition be added to remove permitted development rights on the south east extension to prevent installation of windows at first floor level which would overlook neighbouring property, this was agreed.

2/2004/1222 – Mr & Mrs Snook, Garlands Farm. Convert outbuilding to holiday accommodation, erect garages, store and pool enclosure, demolish redundant outbuildings, form vehicular access. It was proposed by Cllr Horton and seconded by Cllr Trowbridge that the council objects to this application but that it be noted that there was no objection to the holiday accommodation part of the application but that the other part would be urbanisation of the site and create a detrimental impact on the skyline, this was agreed.

After some discussion it was proposed by Cllr Horton and seconded by Cllr Frampton that there be no objection to this application but would ask that a condition be applied to remove permitted development rights on the south east extension to prevent the installation of windows at first floor level without planning permission. This was agreed unanimously.
